Anyone downloading anything in the house?
Wired internet cable direct to laptop correct?
Is his laptop running any background process that would eat CPU cycles?
Is he plugged into power and disabled any power saving features on the laptop?
If he is running ANY torrent in the background, he needs to turn it off.
That laptop uses a new NVIDIA tech called Optimus, where if basically disables/hampers its own 3D performance when not gaming to cut power consumption. This feature may be malfunctioning. If it stays on, the NVIDIA card won't be effective with 3D graphics. Try disabling this feature.
Other than that...I usually recommend to NOT game on laptops...

Sounds like your laptop isn't up to specs to run the game. Slow internet does not cause video lag.

wired internet direct
no one else even using the internet
no background process, using plugged in power, no torrent running.
Lap tap is brand new, hes going to try disabling the optimus, other than that, he meets the recommended requirements for the game.
And since he is just starting college, i thought he would get more use with the laptop.

OK...did a bit more research...and on the NVIDIA forums there are various threads discussing that the Optimus card (integrated) is not switching over to allow the Laptop to use the NVIDIA 555 graphics at all.
There were a variety of different fixes...
One was to uninstall the Optimust drivers and allow the laptop to boot to basic vga drivers...then do a hardware scan to find both. Then load the NVIDIA driver first...Optimus 2nd. This fixed one poster...
Another did the same steps above, but did NOT load the driver for the Optimus. This worked for him...
Someone else went and downloaded the latest Verde Drivers. These are the latest NVIDIA notebook drivers...use these instead of the ones your laptop came with...

Give these a shot...I would try the last one I posted first...

i looked up your laptop and from what i can tell even though theres lots of ram its not a laptop that was really intended for a game like bf3.your vid card is a NVIDIA GeForce GT 555M 1GB which has the exact performance of a 8800gt which is the bare min to run bf3 you texture fill rate and memory bandwidth is just way to low and if your running the i-3 or i-5 your cpu is not going to cut it
