I have a question on Hit

I have about 1400 hit which is 14% or so, and I keep reading that I need 17% or so to not miss. But when I go to the hit tooltip on the character screen it tells me that I have a 0.00% miss chance on level 88/boss enemies. I can't figure out why that is the case? Any ideas?

often your spec will include a +hit talent or another stat can contribute to hit (not sure if this is true with locks or not).

you % on your character screen, however, should reflect all spec and alternate stat influences on hit.

I'm pretty sure blizz did away with all of the +hit talents, and locks don't get hit from spirit.
not sure what it would be, but I did check you out on askmrrobot.com and it says you need a bit more hit.
